That's not a balance opinion, it's a direct read of the tree composition: outside Melody Strike, essentially every damage-relevant skill on Bard's own list is a party tool gated on having a Dancer around. DEX is the priority here — it drives song range/effect in most Ensemble formulas. INT helps your SP pool for sustained singing; VIT keeps you alive while standing in melee range of your Dancer partner.

This is the entire point of the class. Pair with a Dancer, learn the Ensemble chain together, and your party gets meaningful buffs no other class provides. Outside a party with a Dancer in it, Bard is genuinely limited — plan around that rather than against it.
